Pokagon Band Casino Voluntary Exclusion Program
The Tribe is committed to promoting Responsible Gaming to its citizens and the greater community in which we live. To that end, the Pokagon Band Gaming Commission (“PBGC”) maintains a Voluntary Exclusion program available to any person who may desire to voluntarily exclude themselves from all physical, “brick & mortar” casinos operated by the Pokagon Band.

How Casino Voluntary Exclusions Work:
Any person who wants to exclude with the PBGC may do so either in-person or remotely (more on that below). While under a Voluntary Exclusion, the excluded person is prohibited from participation in any gaming offered at any Four Winds Casino location:
- Michigan:
- Four Winds New Buffalo
- Four Winds Hartford
- Four Winds Dowagiac
- Indiana
- Four Winds South Bend
To provide effective administration, the excluded person is further prohibited from entrance onto any Four Winds property – including hotels, on-site venues, and parking lots. Entrance onto a Four Winds property by an excluded person shall be deemed a trespass subject to arrest and criminal prosecution.
Any winnings awarded while in trespass shall be forfeited, while any monetary losses shall not be reimbursed.
Length of Voluntary Exclusions and Exclusion Reinstatement:
Voluntary Exclusions do not automatically expire: An excluded person who wishes to resume gaming at Four Winds must first submit a Reinstatement Request (available below) with the PBGC and receive approval of same.
For any 1st -time Voluntary Exclusion, the excluded person must wait a minimum of two (2) years before submitting a Reinstatement Request.
Any person issued a 2nd, or subsequent Voluntary Exclusion shall be excluded for life. In this case, the excluded person will additionally receive an Involuntary Exclusion, while any future Reinstatement Requests will not be considered.
How to Request a Casino Voluntary Exclusion with the PBGC:
IN PERSON: Anyone may appear at any Four Winds Casino location and request a voluntary exclusion. Simply contact the Security department and request to speak to the Gaming Commission. You must have a valid, photo ID in your possession to complete the exclusion process.
REMOTE: Using the Casino Voluntary Exclusion Request form, any person may complete and submit the request via email, fax, or through the US Post Service. Please follow all instructions found on the form. You will need to provide a photo of yourself holding a valid photo ID as part of the request.
How to Request Exclusion Reinstatement:
For excluded persons who wish to resume gaming activity at Four Winds Casino, please complete and submit the Casino Reinstatement Request following the instructions on the form.
Please note: You must wait until you receive written approval from the PBGC prior to entering onto any Four Winds Casino property; failure to do so will result in trespass subject to arrest and criminal prosecution.
PBGC Voluntary Exclusion Program Forms:
PARTNERSHIP WITH THE STATE OF INDIANA: Both by agreement with the State of Indiana and to further strengthen the Tribe’s Responsible Gaming program, the Pokagon Band also recognizes all exclusions issued by that state, including those enrolled in their Voluntary Exclusion Persons (VEP) program. As such, any person currently excluded through Indiana is additionally excluded at all Four Winds casinos – in both Indiana and Michigan – until such time the PBGC is notified otherwise.
Indiana is the sole authority regarding their own listings and should be contacted directly for any questions regarding exclusions issued by the state.
